Fallout 4 P.A.M Won’t Talk

Reset The Quest

Get Out Of Power Armor

As mentioned above, you should leave your Power Armor whenever you want to talk to NPCs. Doing so could increase the odds of interactions progressing as expected. Additionally, it won’t hurt to remove the Targeting HUD mod from your Power Armor. That mod is known to cause a couple of NPCs to turn hostile and prevent the completion of quests.
